The shorts are more and its only one item but with the dress it cheaper and it basically whole outfit (no including if you add accessories bangles, etc)

I would say the shorts. They may be a bit more but you’ll defs get more use in them. The dress is too fancy and you would only land up using it sometimes.
I know cause i have a few dresses like that, that i have only wore once or twice
